People,

Since I upgraded from 4.0.5 to 4.0.82 and later to 4.0.83, khotkeys
doesn't run on my machine anymore. Any tip on how I can debug this?

Not sure, have you tried to run it from a shell and look at any output shown?

I am not sure what package/file invokes the starting of the services like
Khotkeys etc, I am however running the kde-settings group of files from
testing but this is most likely unrelated..

When I start it manually by console it runs and and its process stays
running, but still the hotkeys do not work. In System Configuration ->
Advanced -> Services manager, its status is "Not running".
During start up, it shows the expected initialization messages and then:

Sadly this does not mean much to me, I'll try and shutdown Khotkeys and test
here..

Out of interest could you test with a fresh .kde DIR? log out.
in your HOME directory mv .kde .kdeold and log back in. To be honest I am not
sure at what level the services are started.

I think there's ongoing work going on there. Either wait for .84 or
file bugs. :)
